The Danish Gambling Authority (Spillemyndigheden) is advancing plans to liberalise land-based bingo and lottery regulations this October, aligning Denmark with broader European trends in gambling legislation. This shift is seen as a move toward a modernised, competitive market that still protects players’ interests.
While Denmark has embraced liberalisation in other gambling sectors, such as online sports betting and casinos, land-based bingo and charity lotteries have remained tightly regulated. The upcoming bill, set to be discussed in the Danish Parliament in October, aims to create a more dynamic market for land-based bingo and lotteries, providing operators greater freedom while ensuring necessary protections.
The Danish Ministry of Taxation will be responsible for drafting specific rules, with updates expected before the parliamentary debate. Spillemyndigheden stated, “At the Danish Gambling Authority, we are working to be as ready as possible when the new rules are expected to be finally adopted later this autumn.”
Spillemyndigheden has created a detailed application pathway to match operators with appropriate licensing under the new framework, set to launch on 21 November 2024. From this date, operators can apply under the revised system, allowing Spillemyndigheden to process applications before the rules go into effect on 1 January 2025. Licences issued before this transition will remain valid but will need to be updated to comply with the new regulations.
To support operators with these adjustments, Spillemyndigheden will host a webinar on 26 November 2024, specifically addressing charity lottery applications. If the bill faces challenges and does not pass, this webinar may be postponed, with updates provided accordingly.
