Italy’s public gaming sector solidified its role as a major pillar of the national economy in 2024, recording nearly €12 billion in revenue. The announcement was made by Roberto Alesse, Director of the Italian Customs and Monopolies Agency (ADM), during an interview with Riformista and the agency’s General Assembly held on June 21–22.

According to Alesse, public gaming is more than a fiscal resource—it acts as a strategic tool for legal enforcement and social protection. He emphasised the sector’s dual role: generating state revenue while serving as a regulatory buffer to suppress illegal gambling activity. At the same time, it must adhere to robust policy frameworks that prioritise consumer protection and EU compliance.

ADM’s role extends beyond gaming. Alesse noted that the agency is advancing a national transformation strategy based on the simplification and digitisation of customs processes. These efforts aim to reduce administrative burdens and improve trade efficiency, giving Italian businesses a competitive edge in global markets.

“This structural shift is about future-proofing Italy’s place in an increasingly competitive global economy,” Alesse said. Illegal gambling remains a major challenge. In 2024, ADM ordered the blocking of 721 unauthorised gambling websites—an increase from 490 in 2023. The regulator has ramped up its technological and investigative efforts to identify platforms lacking licenses or using unauthorised providers.

“These measures are critical to preserving market integrity and ensuring player safety,” Alesse stressed. Looking to the future, ADM is focused on upgrading both its technological infrastructure and human capital. Alesse described 2024 as a “new phase” for ADM—where innovation, digital capability, and institutional expertise will guide its mission.
