Kela, the Social Insurance Institution of Finland, has announced updates concerning the treatment of gambling winnings in relation to social assistance benefits. Under these new guidelines, Kela will now consider net gambling winnings when assessing eligibility for social assistance, moving away from the previous approach of only accounting for gross winnings.
The primary goal of these updates is to ensure that individuals receiving social assistance are not put in a precarious financial position. By previously counting gross gambling winnings as income, recipients risked seeing reductions in their social aid, potentially leaving them with inadequate financial support.
Additionally, Kela will now review gambling winnings over an extended period rather than assessing them as isolated transactions. This change provides a more comprehensive view of an individual’s financial situation.
The institution has pointed out that approximately 5% of social assistance recipients in Finland use some of their benefits for gambling. Kela emphasizes that its goal is to prevent financial hardship among benefit recipients and minimize any harm associated with gambling behavior.
Marja-Leena Valkonen, Kela’s Benefits Manager, explained: “While Kela does not dictate how our customers should use their social assistance, we are naturally concerned when low-income individuals allocate part of their funds to gambling. Social assistance is a last-resort financial safety net meant to cover essential living costs such as rent and groceries. We strive to support those whose financial difficulties are compounded by gambling.”
Finland has seen significant reforms in the gambling industry in 2024. Notably, in July, the Ministry of the Interior introduced draft legislation aimed at ending Veikkaus Oy’s monopoly on betting, online slot machines, and casino games, signaling a shift in the nation’s gambling landscape.
