Sri Lanka is set to make a major shift in its gambling oversight framework with the drafting of a new bill to create an independent Gambling Regulatory Authority. The initiative, reported by The Island, aims to modernise and streamline the country’s approach to gambling regulation.
The proposed Authority will have a wide-reaching mandate, including oversight of all legal gambling operations, enforcement of sector reforms, and the prevention of illicit practices. It marks a significant departure from Sri Lanka’s existing system, which is currently governed by outdated laws such as the Horse Racing Betting Ordinance, the Gambling Ordinance, and the Casino Ordinance—some of which date back several decades.
The bill was introduced under the leadership of President Anura Kumara Dissanayake, who also serves as the Minister of Finance, Planning and Economic Development. It received Cabinet approval on 21 April and will be presented to Parliament for debate. Once passed, it will become law as the Gambling Regulatory Authority Act.
The reform is part of a broader governmental effort to tighten control over gambling-related revenues and to improve law enforcement in the sector. It is expected to help boost structured income for the state while curbing financial crimes associated with unregulated gambling. If successful, Sri Lanka’s new regulatory model could become a blueprint for other countries in the region looking to bring gambling laws in line with global best practices.
