The Swedish Gambling Authority, Spelinspektionen, has issued significant fines to Glitnor Services and Roar Vegas following serious breaches of player protection obligations under Sweden’s Gambling Act. Glitnor was fined 28 million ($2.79 million), while Roar Vegas received a penalty of SEK 8 million ($800,000).
Glitnor Services, the operator behind LuckyCasino.com, was also given an official warning. A regulatory audit found that in 10 of 12 reviewed cases, the company failed to intervene despite clear indicators of problem gambling. Notable findings included:
- One player placed bets every hour for 23 consecutive days.
- Another placed 3,200 bets in under six hours.
- One individual lost nearly a quarter of their annual income within three days.
Three of the customers flagged were between the ages of 18 and 24—a group considered especially vulnerable to gambling-related harm. While Glitnor did attempt outreach, Spelinspektionen concluded that these efforts were insufficient, and that stronger measures such as account restrictions or more robust interventions should have been enforced.
Roar Vegas, which operates under the LeoVegas.com brand, was similarly found to have delayed appropriate action despite visible red flags. The audit highlighted concerning behaviors such as:
- Users staying logged in for extended periods, including one case of 16 consecutive hours.
- Daily login durations ranging from 6 to 12 hours.
- Multiple instances of customers rapidly losing large sums shortly after depositing.
Although Roar Vegas applied deposit limits in some cases, the regulator determined that these measures were not introduced promptly enough to mitigate risk. Spelinspektionen emphasized that licensed operators must respond quickly and effectively when signs of gambling harm appear.
This regulatory action follows growing international efforts to tighten player protection. The Dutch gambling authority, Kansspelautoriteit (KSA), recently introduced a set of indicators for identifying risky gambling behavior—tools that are increasingly being adopted across Europe to strengthen consumer safeguards.
