In preparation for the launch of its fully regulated online betting market on January 1, 2025, Brazil has taken significant action by blocking over 2,000 illegal betting platforms. This effort, spearheaded by the Secretariat of Prizes and Bets (SPA) in collaboration with Anatel, demonstrates Brazil’s determination to create a secure and controlled environment for online gambling.
On October 10, the SPA, together with Anatel, Brazil’s telecommunications agency, blocked 2,040 betting sites that failed to meet the September 30 deadline for obtaining a license. The affected operators were granted a 10-day grace period to allow bettors to withdraw their funds before the platforms were officially shut down.
The crackdown aims to address two key concerns. First, unregulated platforms often expose bettors to risks such as fraud, money laundering, and data privacy breaches. Second, regulating the market will enable the Brazilian government to generate substantial tax revenue, which can be reinvested in social programs and public services.
Some prominent international betting companies, including Betclic, Betfred, and Ladbrokes, were among those blocked. These operators either failed to apply for the necessary licenses or opted not to operate under Brazil’s new regulatory framework. While they are allowed to reapply for licenses, the process is expected to be both time-consuming and costly.
Blocked operators can return to the market, provided they meet Brazil’s licensing requirements within the next 180 days. However, they must first receive approval from the treasury before initiating the process of complying with Brazilian regulations. To operate legally in Brazil’s regulated online betting market, companies must adhere to strict criteria, including anti-fraud measures, controls against money laundering, and responsible advertising practices. Additionally, operators are required to pay a concession fee of $7.1 million to obtain a license.
As of January 2025, all betting operators wishing to offer services in Brazil must comply with these regulations. The SPA will oversee this process to ensure the market remains transparent, free from illegal activity, and protective of bettors.
